The base of this position will be negotiated with the successful candidate. The successful candidate will be required to have a valid Alberta Driver's license and have access to a reliable vehicle as travel will be required. As per the Health Professions Act, it is mandatory for successful applicants who have a MSW, BSW or Social Work Diploma to register and maintain this registration with the Alberta College of Social Workers; this position will require the successful applicant to supply a current and satisfactory Criminal Records (Vulnerable Sector) Check and a Child Intervention Check.
Qualifications:     Completion of a related degree/post-secondary education in the Human Services or Social Sciences field with at least five years of relevant supervisory experience is required. A broad knowledge of the social service delivery system in Alberta and related programming offered by Children's Services and other ministries is preferred with a minimum of 6 years progressively responsible experience dealing with contract management processes. Equivalency of a related Bachelor's Degree/diploma with extensive supervisory experience will be considered.
Description:     This position may be located in any part of the region although the administration of contract supports is based in Barrhead.

North Central Alberta Children's Services is offering an exciting opportunity for interested individuals to use their vibrant leadership and management skills to help make a difference in the lives of children, youth and families. Reporting to a Senior Manager, the focus of this position as the Manager, Contracts and Program Supports in Foster and Kinship Care, is to provide strategic leadership and oversight to the planning, development, delivery and evaluation of Foster and Kinship Care, placement resources, contracting and service acquisition to support the delivery of high-quality services to clients across the region. This position is accountable for the planning, tendering, award, administration, monitoring, and evaluation, for approximately 120 contracts and grants spanning all Children's Services programs.

This role is accountable for achieving program results and key performance outcomes, through the procurement of targeted programs and services by developing, negotiating, and executing agreements with service providers.

This position holds primary responsibility for the delivery and support of Kinship Care, Foster Care and Licensing programs and will work closely and collaboratively with the Regional Director, Senior Managers and Zone Managers to ensure child, family and community needs are addressed. This position is responsible for the implementation and supervision of Kinship Care, Foster Care and Facility Licensing in the region and directly supervises the Kinship/Foster Care Specialists and their teams of support staff located in each of the offices across the Region.

Through mentorship, coaching, guidance and support, this front line leadership role ensures that: services delivered are aligned with the key strategies and business plan goals of the Ministry, reflect the vision of the Ministry and Region, and comply with appropriate legislation, regulations, provincial standards, Regional policies and fiscal targets. This position will play a key role in supporting implementation of Child Intervention Practice Framework activities, which includes Signs of Safety, Lifelong Connections, growing Kinship and Caregiver Supports and activities supporting Specialized Supports, as well as supporting the strategic direction of the Ministry and implementation of initiatives within the Region. Demonstrating relational accountability with Indigenous partners will be a priority for this role. The responsibility for: guiding child intervention practice and supporting improved family wellness; creating and sustaining a well-workplace for staff; developing positive communities, promoting collaborative partnerships and achieving better outcomes for children, youth and families are integral to this role.

Your previous supervisory or managerial experience is crucial, along with some background in financial functions and contracting will serve you in meeting the challenges and demands that you will face. Experience working with rural communities and families is essential.
